About the role
The role is the first statewide ECC‑Rater network operator in California, reporting to the COO, responsible for building and managing a network of qualified ECC raters, overseeing provider relationships, quality assurance, and acting as the technical voice in enterprise sales.

Requirements
- Proven experience running a HERS/ECC permit, testing and rebate operation, not as a field technician but as the person responsible for the network, workflow and results.
- Deep relationships and network within the California rater market, including knowledge of raters in Sacramento, Bay Area, Los Angeles and San Diego, and ability to engage with CHEERS and other registries.
- Demonstrated ability to build and manage a multi‑vendor, multi‑metro network of inspectors or raters, including vetting, contracting and off‑boarding partners.
- Track record of writing playbooks, setting QA standards, designing vendor contracts and establishing network infrastructure from scratch.
- Strong technical credibility to converse with senior operations leaders at large HVAC companies about HERS/ECC testing workflows, rater capacity and compliance inspections.
